Jerome Miller is named first Commissioner of the Department of Youth Services.

Appointed by Gov. Frank Sargent, Miller embarks on an aggressive and controversial policy of closing the state’s reform schools, proposing to transfer juvenile offenders to community-based settings and programs. He resigns in January 1973.
